Sealed Bids are requested by the Harrison Township at P.O. Box 376, One Municipal Drive, Natrona Heights, PA 15065 until 4:15 P.M. prevailing time Wednesday, June 17, 2026 for the Harrison Township Revitalization. Bids will be opened publicly and read aloud immediately after the closing time for receipt of Bids.

All Bid Documents are available via email request to bids@niraengineers.com. Electronic bid documents are available for a $25.00 fee and printed bid documents are available for a $50.00 fee with an additional charge of $15.00 when shipping is requested. Checks are to be made payable to NIRA Consulting Engineers, Inc. Each Bid must be accompanied by a Bid Bond, in the form of a Certified Check or Corporate Surety Bid Bond, in the amount of ten percent (10%) of the Bid Proposal made in the favor of Harrison Township. Only bids from Contractors who have obtained documents directly from NIRA Consulting Engineers, Inc. will be accepted at bid opening.
A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder.
Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale is included in these Specifications.
Bidders on this work will be required to comply with the Provisions of the Public Works Employment Verification Act (PWEVA).
Adherence to Instructions to Bidders is required.
No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening.
The right is reserved by the Owner to reject any or all Bids or parts of bids and to waive technical defects in any Bid.
Project Scope
The work generally consists of six (6) properties and asbestos abatement of three (3) properties, as indicated in the Form of Proposal Also included, is rodent extermination prior to demolition, erosion and sedimentation control, utility disconnections, vegetative restoration and disposal of all asbestos containing material (ACM) in a landfill permitted to accept such materials, and all else required as set forth in the Specifications.

1. | The following items are included in the demolitions, unless noted otherwise: rodent extermination prior to demolition, mammal control/trapping prior to demolition, erosion and sedimentation control, the removal of all accessory structures and personal property (sheds, garages, content of structures, etc.) utility disconnections, traffic control, disposal of all materials at an approved facility, site clearing and grubbing, the removal of all vegetation other than grass, all trees smaller than 8 inch trunk diameter, walkways, sidewalks, (other than along the road), all below grade walls to 1-1/2 feet below grade, fencing, retaining walls and stairs, backfilling and compaction of clean fill materials, and site grading, placing seed, 4 inches of topsoil, soil supplements, mulching and fertilizer, all work shall be performed in accordance with the applicable Technical Specifications. The Contractor will also be required to procure and pay for all permits pertaining to asbestos and abatement demolition. The Contractor shall be responsible for obtaining and paying for all Allegheny County Health Department permits and inspection fees relating to both the demolition and asbestos abatement. Funding for individual structures shall be allotted based on funds available for the project. |
