Bid Advertisement

Sealed Bids are requested by the Borough of Pennsbury Village  at 1043 Pennsbury Boulevard, Pittsburgh, PA 15205 until 4:00 P.M. prevailing time, Tuesday, May 12, 2026 for the Pennsbury Sewage Treatment Plant U.V. System Installation.  Bids will be opened publicly and read aloud at a meeting of Borough Council at 6:30 P.M. on the same date.

Interested parties may view the Profile and Bid Schedule for this Project on the internet at:  www.niraengineers.com.

There will be a non-mandatory prebid meeting at the project site at 2:00 P.M. Tuesday, April 21, 2026.

All Bid Documents are available via email request to bids@niraengineers.com.  Electronic bid documents are available for a $25.00 fee and printed bid documents are available for a $100.00 fee with an additional charge of $15.00 when shipping is requested.  Checks are to be made payable to NIRA Consulting Engineers, Inc.  Each Bid must be accompanied by a Bid Bond, in the form of a Certified Check or Corporate Surety Bid Bond, in the amount of ten percent (10%) of the Bid Proposal made in the favor of the Borough of Pennsbury Village.  Only bids from Contractors who have obtained documents directly from NIRA Consulting Engineers, Inc. will be accepted at bid opening.

A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder.

Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442.  The Prevailing Wage Scale is included in these Specifications.

Bidders on this work will be required to comply with the Provisions of the Public Works Employment Verification Act (PWEVA).

Bidders on this work will be required to comply with Department of Labor Equal Opportunity Clause (41 CFR 60-1.4), Executive Order 11625 (Utilization of Minority Business Enterprise), Executive Order 12138 (Utilization of Female Business Enterprise), Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990, Allegheny County MBE/WBE Program enacted July 1981, which set forth goals of 13% minority and 2% female business enterprise, and Allegheny County Ordinance #6867-12, which sets forth goals of 5% veteran-owned small businesses.

No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening.

The right is reserved by the Owner to reject any or all Bids or parts of bids and to waive technical defects in any Bid.

Project Scope

Work is divided into two (2) Contracts:  a General Contract and an Electrical Contract.

The General Contract includes items such as the installation of cast-in-place concrete flume tank, UV tank, aeration tank, and effluent tank, installation of a new UV disinfection system, parshall flume, dissolved oxygen system, 8 inch sanitary sewer pipe, 6 inch groundwater drainage pipe, yard drain, air valve manhole, sanitary sewer manhole, aluminum railings, aluminum grating, and control building roof installation, decommissioning of the existing chlorine contact tank, structural repair to multiple areas on existing concrete tanks, painting of the control building and miscellaneous site work

The Electrical Contract includes items such as the installation of UV system electrical, emergency generator, automatic transfer switch, generator grounding, new panelboard, flow meter relocation, automatic sampler relocation, site lighting replacement, startup and testing, miscellaneous wiring, and selective electrical demolition, generator concrete pad installation and miscellaneous electrical site work.
