What is a QVSI?

A Qualified Visual Site Inspector (QVSI) is a PA Department of Environmental Protection–recognized role for individuals trained to perform required visual inspections on construction sites covered under Chapter 102 and the PAG‑02 General Permit. The program ensures inspectors understand erosion & sediment (E&S) controls and post‑construction stormwater management (PCSM) requirements. A QVSI is trained and experienced in:

  • Erosion & Sediment (E&S) control practices
  • Post‑Construction Stormwater Management (PCSM) Best Management Practices (BMPs)
  • Construction site environmental compliance
  • Reading and understanding E&S and PCSM plans

Their job is to conduct visual inspections on active earth‑disturbance sites to ensure compliance with PA DEP permits.

Why QVSI Certification Exists

Beginning December 8, 2025, PA DEP requires that all visual site inspections under Chapter 102 and the 2024 PAG‑02 General Permit be performed by qualified personnel—meaning someone who meets QVSI requirements or an approved alternative qualification.

This ensures consistent, competent oversight of environmental protections on construction sites.

What a QVSI Does on Site

Typical responsibilities include:

  • Inspecting E&S controls (silt fences, basins, inlet protection, etc.)
  • Checking PCSM BMP installation and maintenance
  • Documenting site conditions and deficiencies
  • Ensuring compliance with the project’s approved E&S and PCSM plans
  • Reporting issues to the permittee or site manager

Qualified Stormwater Manager

What is a QSM?

A Qualified Stormwater Manager (QSM) is a trained and competent professional responsible for overseeing the planning, implementation, and maintenance of stormwater management practices to ensure compliance with federal, state, and local regulations. This role typically involves a blend of technical expertise, regulatory knowledge, and field experience.

Core Responsibilities

  • Develops and implements stormwater pollution prevention plans (SWPPPs) for construction or industrial sites.
  • Conducts routine site inspections to verify proper installation and functioning of erosion and sediment controls.
  • Identifies deficiencies in stormwater controls and recommends corrective actions.
  • Maintains documentation and reporting required under permits such as the EPA’s NPDES program.
  • Trains site personnel on best management practices (BMPs) and regulatory requirements.
  • Coordinates with regulatory agencies during audits, inspections, or compliance reviews.

Typical Qualifications

  • Demonstrated knowledge of stormwater regulations (e.g., Clean Water Act, NPDES permits).
  • Training or certification from recognized programs (e.g., CPESC, CESSWI, QSM/QSP certifications depending on state).
  • Experience with erosion and sediment control practices, hydrology, and site drainage.
  • Ability to interpret engineering plans, maps, and technical specifications.
  • Strong communication and documentation skills.
