Bid Advertisement
Sealed Bids are requested by the Borough of Glen Osborne. Bids will be received at the office of the Borough’s Consulting Engineer, NIRA Consulting Engineers, Inc., at 950 Fifth Avenue, Coraopolis, PA 15108 until 3:00 P.M. prevailing time, Monday, April 7, 2025 for the Public Works Contractor 2025 – 2026. Bids will be opened publicly and read aloud immediately after the closing time for receipt of Bids.
A mandatory prebid meeting will be held at 10:00 AM on Monday, March 31, 2025 at the Sewickley Borough Building Meeting Room located at 601 Thorn Street, Sewickley, PA 15143.

Copies of the Bid Documents may be examined at the office of the Borough of Glen Osborne Secretary’s office at 601 Thorn Street, 2nd Floor, Sewickley, PA 15143 or at the office of NIRA Consulting Engineers, Inc., 950 Fifth Avenue, Coraopolis, Pennsylvania 15108. Copies thereof may be obtained from the office of NIRA Consulting Engineers, Inc., upon payment of a non-refundable sum of $50.00. An additional charge of $15.00 will be required for handling of Plans and Specifications when shipping is requested. Checks are to be made payable to NIRA Consulting Engineers, Inc. Bids must be submitted on the forms provided, and completed in strict accordance with the instructions provided. Each Bid must be accompanied by a Bid Bond, in the form of a Certified Check or Corporate Surety Bid Bond, in the amount of ten percent (10%) of the Bid Proposal made in the favor of the Borough of Glen Osborne. Only documents obtained directly from the Engineer will be valid at bid opening.
A Performance Bond, Labor and Material Payment Bond, and Maintenance Bond in the amounts specified within the Contract Documents will be required of the successful Bidder.
Bidders on this work will be required to comply with the Provisions of the Pennsylvania Prevailing Wage Act 442. The Prevailing Wage Scale is included in these Specifications.
Bidders on this work will be required to comply with the Provisions of the Public Works Employment Verification Act (PWEVA).
Adherence to Instructions to Bidders is required.
No Bid or any part thereof shall be withdrawn by Bidder for a period of sixty (60) days subsequent to the Bid Opening.
The right is reserved by the Owner to reject any or all Bids or parts of bids and to waive technical defects in any Bid.
Project Scope
The work in this Contract includes specific work items that are performed annually by the Borough’s Public Works Contractor and the successful bidder shall act as the Borough’s Public Works Department. Work included in the Contract generally involves snow and ice removal and salting of Borough roads and select private roads, snow and ice removal of select Borough sidewalks, maintaining Borough property, removing debris and fallen trees from Borough roads, removing leaves, litter, and dead animals from Borough roads, pothole patching and crack sealing Borough roads, painting guiderails, crosswalks, and curbs, installing and removing military banners and holiday decorations, removing debris from storm sewer catch basins, inlets, and manholes, emergency traffic signal restoration services, and all other items described in the Contract Documents. Pennsylvania Prevailing Minimum Wage Rates shall be in effect during the entire Contract period for work items specified.
In addition to the work items listed in the Contract, the Contractor shall be on-call at all times in case of emergencies and shall at all times maintain direct and timely communication with all relevant Allegheny County and local emergency services providers including all entities providing police, fire, and emergency management services to the Borough as well as relevant Borough staff, officials, consultants, agents and assigns. Contractor shall be expected to maintain proper contact information for all emergency service providers and to respond in an expedited manner to any communication related to emergencies or matters identified as urgent.
